I have the honour to inform you that on the night of the 15th instant Boxer placards were posted in the town of Shamchun. On receipt of a letter from the Revd Mr Schaub, the head of the Basel mission at Lilong, six piles North of Shamchun, enclosing a copy of the placard, I communicated at once with the Acting Viceroy at Canton, who has I am informed taken immediate and vigourous action to prevent trouble & to protect
the German Missions.

The enclosed extract from Mr Schaub's letter of the 18th instant throws some light upon the manner in which anti-foreign feeling is generated & propagated,
I know from Officers at the front that unfortunately the statement as regards the conduct of the Russian
troops is true.
